agreements between the state and a labor or                                    
employee organization representing state employees;

In signing HCS CSSB 269(FIN), I note the Administration interprets             
this bill only as a change in its reporting requirements to the                
Legislature regarding collective bargaining agreements.  It does not           
grant the Legislature the authority to approve or disapprove terms for
